Bush was probably unbeatable in 1988 even though he started down low in the polls initially.  He was one of the most qualified people in 1988, if ever, to be President when you consider the breadth and scope of exerience in governing and politics.  He was a VP for eight years, ran the CIA, ran the Republican Party, and was an ordinary congressman for four years, IIRC.
