C-spans 2013 rankings have came out and Obama is ranked 23.  he is given high ratings for public persuasion (ranked 10) and persuaded equil justice for all (ranked 5) however, he is given weaker ratings to economic management, (ranked 29) international relationships (ranked 38) and relations with congress (ranked 40). George W. Bush rose to 30 in 2013 from 36 in 2009 Hoover also rose from 34 in 2009 to 31 in 2013. The two were overlooked and historians found that they weren't all that bad Clinton changed from 15 in 2009 to 18 in 2013. Historians blame Obama for not bringing change and further weakening the economy however, he is praised for the A.C.A  and his persuasion skills.

President Mitt Romney today signed into law the American Healthcare Freedom Act(AHFA), officialy repealing and replacing Obamacare. The signing ceremony saw the President backed up by Vice-President Paul Ryan, Senate Majority Leader Mitch McConnell, Senate Majority Whip John Cornyn,
Speaker of the House John Boehner and House Majority Leader Eric Cantor. The AHFA was passed on a party-line vote, repealing and replacing Obamacare, especially the taxes and high-profile regulations of it while keeping the law's consumer protections and underlying structures. President Romney signed the AHFA into law saying "Today is a good day for America, and shows the Republican majority is delivering on its promises to the American people."

ROMNEY ADMINISTRATION INTRODUCES BUDGET PROPOSAL-MARCH 24, 2013

The Romney administration has released its proposed budget for the 2014 fiscal year. The budget proposal is conservative proposal, with deep spending and tax cuts. Most importantly the administration's tax cuts were linked into the budget proposal so Senate Republicans can pass them using budget reconciliation, avoiding a filibuster by Senate Democrats. The proposal cuts the marginal income tax rate to 28% and the corporate tax rate to 25%. Republicans also plan to use reconciliation later in the year to push through the controversial Ryan budget, which would radically reform Medicare and impose deep cuts on social spending. House Speaker John Boehner said the House's first priority is tax reform with the Tax Relief and Economic Revival Act(TRERA) but afterwards would seek to pass the Ryan budget into law. Democrats revolted against the administration's proposals with Senate Minority Leader Harry Reid saying "it is a giveaway to the rich" and "undemocratic", accusing Republicans of "engaging in a strategy of bull-dozing through all opposition and past bipartisanship and process to enact a radical, extreme agenda." White House Press Secretary Sean Spicer responded by accusing Reid and the Democrats of "unprecedented obstructionism" and Spicer said that "if the Democrats show an interest in bipartisanship and working across the aisle, great. If not, the Republican agenda will be passed regardless and this administration will deliver on its promises to the American people, and the Democrats will pay the price in 2014 with many losses."
SENATE INVOKES NUCLEAR OPTION, FILIBUSTER ABOLISHED FOR SUPREME COURT,
EXECUTIVE NOMINATIONS

The Senate today passed a rule change, called the 'nuclear option' on a party-line vote(all Democrats and 2 Republicans voting against), which abolished the use of the filibuster for all executive nominations, including those to the Supreme Court. The rule change came after Democrats filibustered the confirmation of Harold Hamm as Secretary of Energy and of Bill Pryor to the Supreme Court. Two Republican Senators, Susan Collins of Maine and Mark Kirk of Illinois joined the Democrats in voting against the rule change. Despite public reluctance, Senator Lisa Murkowski of Alaska voted for the rule change. That left Vice-President Paul Ryan to cast the tie-breaking vote, which he did in favor of the nuclear option, passing it 51-50. In deploying the so-called nuclear option, the Republican majority is severely limiting the power of the minority party in a chamber that was designed to be a slower or more deliberative body than the House. The filibuster has been preserved on legislation however and Senator McConnell claimed that "0 Senators support that-it is simply not on the cards." Analysts worry that the use of the nuclear option will encourage Presidents to nominate more ideologically extreme and controversial choices to their cabinet and to the Supreme Court. Both parties blamed the other. Senator McConnell said that "this is the culmination of the left's war to pack our nation's judiciary and unprecedented obstruction. To allow the hyper-partisanship we have seen from the Democrats would have created a dysfunctional government." Senator Harry Reid lashed out at McConnell, saying "It is unbelievable, the hypocrisy we have seen from Senator McConnell and the Republican Party. Senator McConnell has engaged in a hyper-partisan agenda, what we are witnessing is the destruction of institutional norms and working order in the Senate, to ram through a far-right agenda. Our country is, and will, pay the price."

The Senate voted today to confirm Judge William Pryor of Alabama, President Romney's nominee to the Supreme Court, to fill the vacancy in the Court caused by the retirement of Justice Antonin Scalia. Pryor, a conservative judge, replaces a conservative justice on the Court, leading to little change in the ideological balance on the Court. Yet, Pryor's conservative stances on social issues, including calling Roe v Wade 'the greatest abomination in history' and controversy surrounding him led to an even fiercer fight than normal over the Supreme Court. Democrats unanimously opposed Pryor's confirmation, forcing a Senate rule change to push him through. In the final vote for his confirmation, two Republican Senators, Mark Kirk and Susan Collins, voted against Pryor. Senator Lisa Murkowski of Alaska, after heavy lobbying from the White House, supported Pryor. The vote therefore tied 50-50, and Vice-President Paul Ryan cast the tie-breaking vote for Pryor to join the Court. The Supreme Court battle ended with a victory for the Romney administration, garnering the President a big boost in political capital with social conservatives.

The House of Representatives passed the Tax Relief & Economic Revival Act of 2013, also known as the Romney tax cuts, which pass sweeping tax cuts designed to boost economic growth after years of a stagnant economy and continuing high unemployment. The Romney tax cuts cut the top rate of income tax to 28% and corporate tax to 25%. The Romney tax cuts also cut capital gains taxes and abolish the estate tax and AMT. Despite Romney's campaign rhetoric, simplification of the code was not a major feature of the bill, and no compensating revenue increases make up for the tax cuts. The Congressional Budget Office projected that the Romney tax cuts, if passed, would increase the deficit by $3.6 trillion over a decade. Republicans hailed the passage of the tax cuts, with Speaker Boehner saying "the House voted today to end years of stagnation and revitalize our nation's economy." House Minority Leader Nancy Pelosi was less supportive, saying that "this is old-fashioned trickle-down economics. It didn't work then and it won't work now." The parties selected their nominees for the Ohio Senate special election, following incumbent Republican Senator Rob Portman's confirmation as Treasury Secretary. The Republican primary was uncontested, with Representative Pat Tiberi selected as the Republican nominee to retain the seat. The Democratic primary was on the other hand tightly contested. Former Senator Sherrod Brown, who lost in 2012, declined to run for the other Ohio Senate seat, though hasn't ruled out a run for Governor or Senate in the future. Former Governor Ted Strickland was initially the favorite for the nomination, but Strickland ran an anemic campaign. Representative Tim Ryan, who first got nationwide attention when he unsuccessfully challenged Nancy Pelosi for leadership of the House Democrats following the 2012 loss, ran against Strickland. Ryan said the party needed a 'fresh face' and a strong economic message, while alleging Strickland was 'politics as usual' and would lose the seat to Tiberi. Strickland's attacks on Ryan made little impact, leading to a surge for the challenger. Ryan would go onto win the primary 51.2% to 48.8% for Strickland. The interpretation of Ryan's victory has again shown faults in the Democratic Party-progressives claimed Ryan's victory was theiur victory against the establishment. Centrists pointed to Ryan's praise of Romney's corporate tax cuts(Ryan came under fire for saying that "I don't support the President's plan, but he has some good ideas-we do need to cut the corporate tax rate") to argue that it was a rebuke of the 'shift to the left' the party had supposedly undergone in the Obama years. Polls show the race for Ohio is close, with Tiberi at 41%, Ryan at 39% and 20% undecided. The general election will be held on June 16, 2013.
