Well, if they create the actor for an entire movie. Only using it for a couple scenes is ok in my book.

FF, if done right.  For instance, consider that Tower of Joy fighting scene.  I would have much preferred if we had a younger version of Sean Bean (like how he appeared in Sharpe's Rifles more than twenty years ago) as the young Ned Stark:

Bad if they're dead ala Peter Cushing.  Carrie Fisher was ok, but now that she's dead they need to write her out of the story.

I agree with this basically, and voted HD.

Also, I would be okay with it if the entire movie is CGI a la Beowulf or Final Fantasy or something.
