I disagree with this, in principle I am on the side of privacy when compared to security, but I also believe that those who privately own drones should be able to fly them in most places. Therefore, it would be hypocritical of me to now say that police cannot use drones to try and find dangerous criminals particularly in active shooter situations or in major manhunts. However, I do not think drones should be mass deployed to keep an eye on the population as a whole by police.

I also do not support this, for similar reasons given by Governor dfwlibertylover.

Would anyone care to propose an amendment to address those concerns?

Something along the lines of permitting the county police forces, but not any higher level of government access to drones would probably work. The limited jurisdictional authority of the county police would serve to limit privacy concerns.

Also we could probably lock up their deployment to issued warrants. You couldn't launch a drone for observational purposes of a specific property without getting a search warrant per the constitution.

1. The use of drones (unmanned aircraft) by law enforcement, at the state and federal level, for uses outside of search and rescue are to be banned in the South.

This would permit their use by county and local police forces, which should restrict jurisdictional abuse.

Per our previous discussion, I am rescinding my amendment. I am now calling for a final vote.

I don't really see how allowing county/local police to use them is any better. But the warrant thing, that I think could be useful.

So here's my version:

1. The use of drones (unmanned aircraft) by law enforcement without a warrant, at any level, for uses outside of search and rescue, are to be banned in the South.

I second Spenstar's amendment. Shall we call for a vote now?

I now open a final vote on this bill for 48 hours (although with no more than 24 hours after everyone has voted or a majority has voted in favor or against the bill).

Unfortunately you aren't a delegate until Friday, when the new session officially takes office.

The vote, to clarify, is currently at 2-2.

No problem, it's refreshing to see people eager to vote!

See, in other regions people don't vote when they should, but we're so active in the South people who can't vote are voting. Tongue

Vote is very much closed now. With 3 in favor and 2 against it has passed, and will now be up for the governor's signature or veto.

After some thought, the amendment is sufficient.
