Four years after a narrow Al Gore victory in the 2000 presidential eletion thanks to Florida over George W. Bush, would Dick Cheney, Bush's running mate, have run for President in 2004?

No, Cheney wouldn't have been electable and even he probable would have known that. Had George W. Bush lost in 2000, I suspect the Republican nominee in 2004 would have been either John McCain, Jeb Bush or George Allen (the latter probably being the most likely).

The question was not necessarily whether Cheney would have won the nomination in 2004 but would he have run. Because maybe would have run and lost the nomination.
