He would be a good dark horse candidate if the Democrats can't find any good candidates. He'd be an "establishment" candidate, since he was President Obama's Chief of Staff. He'd be a good vice presidential candidate for a outsider who has no Washington experience.

His profile as a VP candidate could actually be spun as somewhat similar to Bush 41's in 1980, although his resume isn't as thick.

He's not particularly charismatic, but he's no idiot, and is probably better policy-wise than Clinton. The big question with him is "why?".
