So being the good son I am, I did some shopping for my mother. As I'm getting my cart to my car, some asshole comes sprinting over to my car to take a picture of my license plate, saying I'd smashed somebody's mirror with the cart. I looked at it and there was no visible damage, so even if it did hit it, it's not like it's a big deal.

So if this asshole called the police, is there anything they could do, given that it didn't involve a car accident and it was on private property?

I don't see the police getting involved at all. It's not as if you were in a spree of smashing side mirrors with a shopping cart. Maybe the bloke will try extorting you in small claims court, but even that seems dubious to me unless you get unlucky with the jury. I do hope you took a picture of the allegedly damaged mirror. It is not unheard of for damage to increase after the fact.

So I went back later and found a piece of plastic on the ground. I have a feeling the owner of the car never noticed, because I was going to leave a note and when I looked up again, the car was gone. The asshole with the camera phone was just some random guy.

Misjudged the space between two cars and the handle part probably hit the bottom of the mirror.
