Drafting the Second Constitution

This evening, I appeared before the Assembly to introduce the Second Constitution of the Commonwealth of Fremont, which - if adopted - will replace the unintelligible monstrosity that currently passes as our governing document. The proposed Second Constitution was written with two goals in mind: first, to correct the many structural and linguistic flaws present in the existing Constitution that prevent our government from functioning properly; second, to adapt the regional government to the peculiarities of Fremont and to instill a unique political culture to attract new citizens and revive interest across the board. My full remarks may be read at the link above; in brief, the Second Constitution makes four major changes to our current system of government:

(1) The governor is replaced by a directly elected Prime Minister, who will serve as a voting member of the legislature in addition to their executive duties.
(2) The Assembly is reorganized as the House of Commons, consisting of two to four Members chosen every other month.
(3) A "crisis proof" line of succession allows the President of Atlasia to appoint an Interim Prime Minister if all offices in the regional government are vacant.
(4) Regional elections are moved to even-numbered months to piggy-back on the high turnout for presidential and Congressional elections.

Citizens with comments or suggestions relating to the Second Constitution should feel free to participate in the ongoing debate of the Legislative Assembly, located here. Even if all you have to say is, "this looks good," or "I'm not sure I like that," I encourage all Fremontians to make their voices heard. If we are to turn this region around, it has to be a team effort, and I appreciate every citizen - no matter their party or where they fall on the political spectrum - who takes the time to participate in the governing process.

On that note, I would like to express my sincere gratitude to the members of our new Legislative Assembly for taking the initiative to get straight to work on the many pressing challenges facing our region. I had the pleasure of speaking at length with Legislators 1184AZ and Simossad yesterday evening, and was pleased to find both are abound with ideas for improving the region and restoring activity to the halls of the legislature; it will be an honor to serve with them in the weeks to come.

Special Senatorial Election

The polls are now open! As mandated by the Fremont Constitution, a special election is underway to fill the vacant Class I Senate seat previously occupied by Adam Griffin of Colorado. Voting began a few minutes ago at 4:00:00 AM (EST) and will continue until 4:00:00 AM on Monday, January 23. I have provided a link to the voting booth and a sample ballot below for your convenience.

While in favor of the provisions set forth in Section 2, the prescribed jail sentence set forth by Section 3, clause i of this bill is poorly worded and could conceivably be construed as to mandate the imprisonment of women who seek illegal abortions. Under no circumstances will I support such a policy.

It pains me to issue the veto of this bill, as I have long supported the adoption of a single payer insurance system for Atlasia and did honestly believe this bill represented an opportunity to have that discussion. I am, however, forced to concur with President Lumine that this bill simply was not ready to be brought to a final vote. As I and others indicated before and after the vote, the proposal as passed carries several worrisome oversights and problematic provisions that would make its implementation a practical nightmare. I remain hopeful that the principle behind this bill may yet be implemented in the future, but the measure passed by the Assembly is not the best way to do this.

As a unanimous vote of all sitting legislators is required, I find that rather unlikely.

Several weeks of debate and involvement by such people as MArokai, Fritz, Alfeitch and Franzl could not produce a single payer bill that worked in 2009, and despite that it was passed 8-2 and remained for years. Passages even contradicted each other (kind of like the Fremont constitution).


I understand the desire for single payer care, but I as the Governor noted it is not something that can be rushed and I would add it is not the best way to reform healthcare in my view, though I am certainly in favor of allowing a region to select that option and my support for a healthcare bill that maintains the region's right to pursue such option remains. Perhaps naively so, it is my hope that such can indeed be passed nationally. That will provide greater funding from the federal level and a greater certainty that will enable all three regions to pursue policies that fit their region's needs.

I look forward to working with Secretary/Governor Truman in both his capacities on this issue and also with members of Congress from both parties.

My administration continues to closely monitor the situation at Oroville Dam in conjunction with the Department of the Interior, state, and local authorities. As governor, under the powers of the acting prime minister of this region, I sustain the emergency proclamation issued by the State of California, and implore all citizens to cooperate with the authorities. As of this morning, it appears a resolution of the crisis may be at hand, but until then I ask that all involved remain vigilant and ready to take whatever action may prove necessary.
