China, Japan, Germany, India, the United Kingdom, and many other countries. I've seen a lot of people criticizing Trump for this, and I was wondering if anyone could explain why Obama did this, and George W. Bush to some extent.

Probably because these were political appointments given to big donors, not career diplomats.

Obama ordered some to resign, Trump ordered all of them to quit, including diplomats who do this for a living. Big difference.

Isn't this an unwritten rule when changing administration from a different political party?

It's a shame the country is so divided that these positions are politicized.
