Quite unnerving in his sincerity. Like, it'll be for the best if he was some awful Cuomo type who wears his cynical nature on his sleeve, but i think Booker genuinely believes in what he sells.

I would be inclined to agree, which is why I don't think he has a chance.  Hillary had the advantage of trying to make history as a woman, YEARS of preparing/seeming inevitable and - at least to enough Democratic primary voters - her populism seemed genuine *enough*.  I don't think Booker could pull off the same task.  I think if Biden runs, it's his to lose.  The Democrats tried the "the other guy is insane, vote for us if you have half a brain!" strategy in 2016, and it crashed and burned.  That could have been for a variety of reasons, but the (more) progressive wing of the party is demanding a different way forward, and I believe they'll get at least most of their wish.
