While the Iraq war was definitely a mistake in hindsight, it was based on flawed intelligence, not lies.  And the main factor that led to the financial crisis was the repeal of Glass-Steagall, which was passed by a GOP Congress and signed by President Clinton.  Bush's tax cuts had nothing to do with it.

Meanwhile, Bush's domestic achievements were quite impressive, from the tax cuts to No Child Left Behind to the ban on partial birth abortion.  So although you are right that his foreign policy record was disappointing, his domestic policy was largely a success.
