What would Staten Island be like if it were not part of NYC? How would that in turn have affected the politics of the city if it were missing its fifth Borough?

Ask New Yorkers and Staten Island isn't a part of NYC.

It would probably be just as it is but in New Jersey. Probably slight more suburban and the north shore (i.e. where the Eric Garner slaughter happened) would not have substantial public housing.

With Re-Election of Dinkins then NYC would have remained the Crime Capital of America to these probably much worse than Chicago and Detroit. NYC now would not be like it is Today. It would definitely just like in the 70's, 80's and Early 90's with full of Crimes, Violence, Shootings, Stabbing, Kidnappings, Robberies, Drugs, Prostitution, Slums, Poverty, Graffiti and e.t.c.

Lindsay is probably a lot more popular without Staten Island dragging NYC down.

Crime started to reduce under Dikins start again.

"Under Dinkins' Safe Streets, Safe Cities program, crime in New York City decreased more dramatically and more rapidly, both in terms of actual numbers and percentage, than at any time in modern New York City history."

Try Again.

So, Giuliani had Reduced much more Crime than Dinkins did.

Another interesting thing would be transit. It'd probably be connected to the PATH, with the Staten Island Ferry serving similar to other ferries as a paid, rarely used service. This is assuming it becomes part of Jersey
