I know there's a simple explanation, but why is one failing and one passing with the same amount of votes. And if it relates to the percentage of total voters, how can the 1-0-0 in the midwest be passing? Just want to understand the rules here.

With the Midwest, Mideast and Northeast all official passing the Avatar and Signature Amendment, I believe it is now officially passed in Atlasia.
