I know there's a simple explanation, but why is one failing and one passing with the same amount of votes. And if it relates to the percentage of total voters, how can the 1-0-0 in the midwest be passing? Just want to understand the rules here.

It is like that because the report is from the crazy town of Taos, NM. Wink
