What is the main argument against having a Non-Profit (Public) Health Insurance Option... (to be able to buy in to Medicare/Medicaid System)?

On  a cursory level, it seems like the best way to provide competition to Private Insurers... which would lower cost.

That they can flood the market at a loss to taxpayers and put every private insurer out of business. Some conspiracy thoery to make straight NHS.

Puerto Rico has this exact system, "la Reforma," and private insurers are doing just fine.
