My fellow Atlasians, after much soul searching, I have made the decision to run for President of Atlasia, again.

I come before you today, as one tested in the political wars, as one battered and bruised in the political trenches, and as one who has experienced the thrill of victory as well as the agony of defeat.

I stand before you today to appeal to you for your votes.

Ya got no jobs

Your schools are a mess

You're living in poverty

What have ya got  to lose by voting for me?

What          have ya got          to lose?

As your President, I will not stand idly by and do nothing while the top 1% controls 48% of the wealth in this nation.

Anyone who controls 48% of the national wealth can afford to pay much more in tax than they are paying now.

We have Hollywood actors getting paid 20 million dollars for a movie.

Anyone making 20 million dollars a movie can afford to pay much more in tax than they are paying now.

We have professional athletes getting paid, in some cases, 20 million dollars a season, some much more.

Anyone making 20 million dollars a season can afford to pay much more in tax than they are paying now.

We have 21st century robber barons on Wall Street sitting at their 50,000 dollar desks, wearing their 5,000 dollar suits, getting paid 10 million a year, 20 million a year, in some cases much more, taking their multi million dollar a year bonuses.

You will remember in 2008 the tax payers bailed out Wall Street to the tune of multi billions of dollars.  Where did millions upon millions of these taxpayer dollars go?  Right into the pockets of multi million dollar a year executives for their salary and for their bonuses, that's where.

Anyone making that kind of money can afford to pay much more in tax than they are paying now.

The income of Corporate Atlasia will be thoroughly reviewed and audited to ensure they are paying their fair share of tax. These corporations, who have benefitted so greatly from doing business in Atlasia, will have to pay their share of tax.  If they are not paying enough, they will have to pay more.

I will close tax loopholes and off shore tax havens for the wealthy.

My focus is on the poor, the working class and the middle class.  

I will not stand idly by while the struggling classes, good, honest, hard working, tax paying members of our society are burdened with tax while the very rich do not pay their fair share.

I propose a very radical redistribution of the tax structure in this nation, so the poor, the working class and middle class have more discretionary income, and the rich and super rich have less.

As President, I will launch the largest, most extensive public works program in the history of this nation.

My "Shovels In The Ground Trucks On The Road" policy will be designed to revitalize the Atlasian infrastructure, which will have very positive effects on getting the economy humming, while at the same time modernizing and upgrading the infrastructure.

We will create where necessary and modernize where necessary a cost effective system of roads, highways, bridges, railroads, public transit, tunnels.

We will modernize airports, air traffic control systems, seaports, waterways.

We will create state of the art pipelines to deliver our products to ports for export.

We will create modernized and efficient coal export facilities.

We will not let the coal workers of Atlasia be forgotten.

We will use Atlasian materials made by Atlasian workers in this massive project.

My "Shovels In The Ground Trucks On The Road" policy will create millions of well paying new jobs for Atlasians.

My "Shovels In The Ground Trucks On The Road" policy will make Atlasia more competitive on the world economic stage, will increase wages for Atlasian workers, will reduce the cost of goods and services for Atlasian consumers.  

We will as well undertake a revitalization and upgrading of schools and hospitals where necessary, and as needed, we will undertake the construction of new schools and hospitals.  

We want our people to have the best education and the best medical treatment available.

There have been too many deaths caused by people who should have no right to have any guns in the first place.

Administration to review categories of individuals prohibited from having a gun and make recommendations to ensure dangerous people aren't slipping through the cracks.
 
Remove barriers that prevent reporting information on people prohibited from gun ownership for mental health reasons.
 
Military-style assault weapons and high-capacity magazines will not be made available to private citizens

Reinstate and strengthen the ban on assault weapons.
 
Limit ammunition magazines to 10 rounds.
 
Ban possession of armor-piercing ammunition by anyone other than the military and law enforcement.

Administration to conduct research into the causes and prevention of gun violence.
 
Provide $10 million for additional research on relationship between video games, media images and violence.

Launch a national campaign to promote common-sense safety measures.

Administration to examine the feasibility of placing an armed guard in every school.

Provide incentives for police departments to hire school resource officers through hiring grants.

Provide $30 million in one-time grants to help school districts develop emergency management plans.
 
Give schools and other institutions a model for how to develop and implement emergency plans.

Governor Winfield appears in a nation wide television broadcast in his campaign for the Presidency.

We all know the cost of medical and dental equipment and of medical and dental procedures are out of control.

For example, going to a specialist to have a wisdom tooth removed, and they charge the patient $150.00 for a 60 second consultation before actually removing the tooth, costing the patient an additional two or three hundred dollars is outrageous, in my view, and in the view of most of you out there, I believe.

The prices that medical and dental facilities pay for equipment is also exorbitant.

There is a real problem there.

As President, I will have the federal government undertake an in depth investigation into the costs of medical and dental care and equipment, in order to make a determination as to whether the public is being ripped off or is being treated fairly.

Vote for me and  I assure you I will bring these costs under control.

The 150.00 for 60 seconds with a dentist was simply an example of how out of control medical and dental care can be. 

To take it to the extreme, 150.00 for one minute translates into 9,000.00 per hour.

But anyway, as many of you are aware, I have long been a proponent of an effective, efficient, affordable universal health care system, paid for by public money, by employee deductions, by corporate deductions, and by cutting out waste in the medical system.

I support the Universal Healthcare and Affordability Act, by and large, and would expand on that.

Governor Winfield brings up the issue of health care and administrative costs in Atlasia.

My fellow Atlasians, in keeping with our theme of a more affordable and efficient health care system, we must consider administration costs, and work to bring them under control.

Administration costs in Atlasian health care are the highest in the developed world. They account for over 8% of spending in the sector.

Globally, health care systems spend about 3% on average on administration.

Private insurance generates a relatively high share of total administrative expenditure, noting that administration costs are generally lower when governments manage health care coverage.

At a time when public budgets are under pressure worldwide, it is alarming that around one-fifth of health expenditure makes no or minimal contribution to good health outcomes.

Governments could spend significantly less and still improve patients' health.

Excessive pharmaceutical costs, expensive surgeries and corrupt practices all inflate costs for health care systems around the world.

I will target the pharmaceutical industry to cut drug costs.

Governor Winfield:

I wish to acknowledge the invaluable input of my running mate, Poirot, in the formulation of this policy. 

The President still has influence over foreign policy in the Hands Off approach. It's not like domestic policy that can be more easily delegated to the Senate. Some decisions must be made more quickly than after a three-week debate. The Hands Off philosophy for foreign policy will mean the country will not seek to intervene in conflicts and war around the globe. When the country intervenes with military forces it will be because we have no choice, when we are attacked or vital interests are at stake. We will prefer diplomacy to military action. We need to avoid getting dragged in other places conflicts.

When military intervention is required we will do with our allies in NATO or in working with UN. And we will not do all the work. Other countries need to pull their weight and not rely on Atlasia.

That being said, we will ensure that we maintain a strong, modern and effective military, and we will ensure they have the tools to do the job.

Although we have to protect our borders, we also have to be practical about those already here illegally.  We also have to take into consideration that many of these people have their families here, and have children here, some born in the country.  I am not a proponent of separating families.  Let's face facts.  It would be impractical and virtually impossible to expell every illegal in the nation.  However, public safety and national security must be paramount in deciding which illegals could be granted citizenship.

For those already here illegally who have not committed any crime, I support proceeding with any decision on citizenship on a case by case basis, in order that a determination could be made which would warrant citizenship and which would not.  For those who warrant it, the normal citizenship proceedings could then begin

Governor Winfield delivers a speech on a full employment strategy for Atlasia:

As President, I will introduce a full employment strategy, the aim of which will be to create an economic environment in which Atlasians from all backgrounds will be able to thrive and prosper.  Meaningful employment provides individuals with a sense of self worth and with the ability to realize their goals and their potential.

The right to employment will foster an environment in which the economic rights of all citizens are respected.

Technological advances over the past 20 years has changed the face of employment in the world and in Atlasia.  Therefore, starting at the earliest levels, our education system must ensure that our children learn and are taught to become capable of coping in a technologically advanced society.  This is part of the full employment strategy, going into the next generation.

Technology is advancing rapidly, and as President, I intend that some of the brightest minds in Atlasia will identify emerging technologies in order to prepare a new generation of Atlasians will be prepared in these fields.  These new technologies will be providing millions of new jobs in the future, and I intend that Atlasians will be prepared.

A shortage of skilled workers in the trades is an ongoing problem.  As President, I will create and expand programs to ensure that Atlasia has adequate skilled and trained workers in the trades, i.e. plumbers, electrctians, carpenters, mechanics, masons, builders, etc.  Skilled workers in the trades will always be required and an effective training program will work towards ensuring that skilled workers in these fields will be available.

Small and medium sized businesses are the greatest job creators.  As President, I will work to create an environment in which these business can grow and thrive, thereby growing these organizations, enabling them to expand, prosper, and hire new employees.  I will institute programs which will provide comprehensive training and strategies for those wishing and intending to establish small businesses, in order to minimize their chances of failure.

The education and training of the individual is key to these full employment strategies.  Therefore, my education and training programs will be built around ensuring that our children and youth receive the best education and training possible in order that they will be prepared to thrive in a fast paced and ever changing world.

My fellow Atlasians, this historic Presidential election is about to come to a close.

It has been my privilege to have been able to travel from coast to coast of this great nation and to meet millions of you in every part of this wonderful land that we share, and to have met fellow Atlasians from every walk of life.

My exceptional Vice Presidential running mate Poirot, and I, offer Atlasia and Atlasians a new vision, a new opportunity, and a renewed hope for the future and for the future of our families.

We offer Atlasians a more equitable and fair tax structure.

We will create millions of new, well paying jobs, and bring hundreds of billions of dollars into our economy with my Shovels in the Ground Trucks on the Road public works and infrastructure program.

To better protect Atlasians, and in particular our most precious resource, our children, I will be bring forth a far reaching, sensible, and well needed gun control policy.
