This is something from "alpha males" in the business world, particularly from Dunning-Kruger types like Pussygrabber. They need to mark territory when they take over, so they urinate on anything with their predecessor's stamp on it. It doesn't matter what it was, or what it did, or whether they understand it or not. (Clearly not in Pussygrabber's case.)

Hopefully, as his regime gear up, the secretaries and other staffers who have advanced beyond the feces-flinging stage of evolution can keep him busy with decorating the White House and similar less-destructive pastimes until he's out of office. (And the sooner the better.)
