I could say the same thing; Germany was "dominated" and occupied by France and Britain for longer than it occupied them. But luckily, we've all moved beyond that and are all happy together in a union which ensures peace and prosperity for all.

What if, with all the UN resolutions, we propose them to Lumine and he puts them up for a vote the following turn in a list? At present it seems a bit chaotic and hard to keep track of who is voting for what.

Not for this turn, but these games tend to have openings rather quickly! I'd advise you to stay attentive until we have a vacancy (mostly because 16 players is already unprecedented, and demands a lot of time from me)

There seems to be a problem as several crucial players did not send their orders, which puts me in a dilemma (as I can't quite move forward). I'm allowing a final period until Wednesday for outstanding orders to be sent or players to inform me formally that they do not continue.

It's Lumine's call, but I'd say either keep the initial vote (1. Nay, 2. Aye) or just don't count France's vote at all.

Okay, I have all the orders, and great news! 14 out of 15 players delivered. The only one missing was Russia (its player also dropped out of the ASOIAF game). So rather than penalizing Russia, we'll keep the stats as they stood last turn and put it into autopilot.

Russia is open for Turn 2!

Best I can try to do is the current numbers, I have little no way of calculating the effect of En Marche and no useful simulator.
