These counties are about 90 or so miles apart in southeastern Texas. Jefferson is a democratic county that voted Trump, and Fort Bend is a suburban GOP county right next to Harris (Houston) that voted Clinton.

Fort Bend, definitely. It has a considerably higher standard of living, less crime, is suburban, and provides better access to Houston. Not only that, but suburban counties that trended Clinton tend to have the best economies and most educated residents, especially when compared to Democratic counties that trended Trump, so Fort Bend would be my preference.
