I was working on creating an Excel spreadsheet for Illinois city and township election data, but noticed something strange.  On the map I found, Massac County has fewer precincts than the list I have includes.  How would I reconcile this?

Precincts in IL are not fixed, but are subject to change by the county board. Massac also has no townships as is the case with a number of other IL counties.

I would say that you have to treat the county as a whole unit in term of electoral data.
