Country A: The tax revenue as a share of the GDP is 30%. The public sector provides free health care only for the poor and for the old people. There are many private universities, and even in the public universities, the students have to pay tuition fees. 70% of the elementary and high school students study at public schools. The other 30% include charter schools, private schools with vouchers and private schools in which the parents pay fees. The pension system is based on individual saving accounts.

Country B: The tax revenue as a share of the GDP is 42%. There is single-payer healthcare. The students don't have to pay tuition fees in the public universities. 95% of the elementary and high schoold students study at public schools. The pension system, which benefits the retired population, is funded by the working population.

I'd have to know much more about whether the quality of governance of the second is more Danish, Greek, Brazilian, or Nigerian. Until I do know, country A.

I feel this is a trick question. The United States can get away with being more of Country A than B because we have a couple of things going for us that other nations don't necessarily have.
