I've read some biographical stuff on him that (my summation): he basically lost it some time between 9/11 and taking over as DIA Director. He got extremely worried that Islamic terrorists would destroy America. (Maybe with rogue nukes or bioweapons or something?) And when his superiors and peers wouldn't listen to what he seeens as a matter of survival as big (to him) as WWII, he went all the way down a rabbit hole partly of his own making and just lost contact with consensual reality. (Which probably explains why he was so popular with Trump.)
