I wonder how much this poll reflects the government of country, or it's people.

For example, I greatly dislike the Israeli government. But have no problem with Israeli citizens (aside for their insistence on voting for said government). Same might be true for how people view China: hate their communist leaders but no problem against Chinese citizens.

If this poll reflected American opinions of people, I guarantee you France and India would be lower and Cuba would be higher.

Yes.  Here’s the historical data from Gallup:

In the early years of the Iraq War, the UK was ahead of Canada, for example in 2005:

Canada
favorable 86%
unfavorable 10%

UK
favorable 91%
unfavorable 4%

The 2004 poll included Australia as well, and both Australia and the UK narrowly edged Canada in net favorability that year.

The factors that would lower Israel's popularity are mainly ones that would come into play if the Israeli far right continues its rise and decides it no longer needs to maintain a veneer of civility. Whereas the PA has been and likely will continue to be governed for sometime to come by self-serving kleptocratic jackasses. Israel benefits from its opponents being worse.

Not really. China has the Great Wall, more "exotic" and touristy. Same with Cuba... tropical island that hasn't bothered the US since the 1960's.

Poor Brazil and Pakistan. No longer important enough to be included this year.

I think part of the problem is the vagueness of the question. What does it even mean to have a favorable or unfavorable opinion of an entire country? Current government or system of government, sure, but the whole country?
