We already have a very expensive, long-term modernization program going on, of which parts of it are fine to me. We ought to keep our existing stock in good, working order with modern technology. He called START a "bad deal". The man (being generous with my use of the term) is the President of the United States, if he cannot clearly explain that he wants to modernize our nuclear arsenal instead of emitting demented ego-driven burbling, then he needs to step down or be removed immediately on ground of gross incompetence.
