I think it's closer to the concept that my using the ladies' room is either equivalent or worse than men who put down the toilet seat after they're done.

People who don't wash their hands or simply rinse for a second after using the restroom are disgusting individuals.

Are you saying people who don't simply rinse for a second or those who do, are "disgusting individuals"?

My apologies, it was poorly worded. Those who do only rinse for a second are disgusting.

Are you saying my WI made the most sense?...

I meant the "problem" you described is less of a problem than the other problems that were described in write-ins. I will edit that post to suggest that the problems described in WIs were the problem, not the comments.
