I think it'll be legalized totally via referendum in 2018.

Um, explain to me the course of action that will make this happen.

I think what Crumpets said will be likely, although it feels like pot would be a stupid hill for Trump to die on.
I forgot to add: in Florida.

I think the momentum is on our side. The Medical Marijuana movement has been more active among college students here in Tally than the presidential campaigns were. Everyone I know who voted Yes voted because their implicitly aware that it is a step closer to legalization.
