You can define the regions how you want, I'm using this map (but counting PA as a Midwestern state):

6. New Jersey
7. Delaware
8. Massachusetts

I'm using that map, with PA in the midwest and VA in the northeast:

Northeast

1. New York
2. Connecticut
3. Maryland
4. New Hampshire
5. Rhode Island
6. New Jersey
7. Delaware
8. Massachusetts
9. Vermont
10. Virginia
11. Maine

Southeast

1. North Carolina
2. Florida
3. West Virginia
4. Kentucky
5. Georgia
6. Louisiana
7. Mississippi
8. Arkansas
9. South Carolina
10. Tennessee
11. Alabama

Southwest

1. New Mexico
2. Arizona
3. Oklahoma
4. Texas

Midwest

1. Illinois
2. Minnesota
3. Pennsylvania
4. Michigan
5. Missouri
6. Iowa
7. Indiana
8. Kansas
9. Wisconsin
10. Ohio
11. Nebraska
12. North Dakota
13. South Dakota

West

1. California
2. Hawaii
3. Washington
4. Oregon
5. Colorado
6. Montana
7. Nevada
8. Alaska
9. Utah
10. Wyoming
11. Idaho

A little analysis: Not much different from TN Volunteer's. Lots of it is based on downballot races, also states that elect row officers during Presidential years are a little more Democratic. Iowa should go up once some of their longtime Democratic officers retire and are succeeded by Republicans.

Using that map, but PA goes in the Midwest, CA and HI go in the Southwest, and the Dakotas/Nebraska move to the West. I'm also considering both Presidential results and downballot

Delaware
Rhode Island
Connecticut
Massachusetts
New Hampshire
Maine

Midwest:
Illinois
Minnesota
Michigan
Pennsylvania
Wisconsin
Ohio
Missouri
Indiana
Kansas

Southeast:
Virginia
North Carolina
Florida
West Virginia (will move down in a few cycles)
Louisiana
Kentucky
Georgia (will move higher up in a few cycles)
Arkansas
Mississippi
South Carolina (will move higher up in a few cycles)
Alabama

Southwest:
California
Hawaii
New Mexico
Arizona
Texas
Oklahoma

West:
Washington
Oregon
Colorado
Nevada
Montana
Alaska
South Dakota
Nebraska
Utah (could be below ND, or above SD)
North Dakota
Idaho
Wyoming

People putting Indiana, Kansas, and North Dakota above Ohio are hilarious.

1) Not that these wouldn't be my actual rankings, but I tried to make mine a bit interesting, so to speak.

2) Pennsylvania is not a Midwestern state.  We don't want 'em, they don't want us, they don't fit ... it's just not.
