HB 2016-1080 - House of the Representatives Rules and Procedures for Operation

This has my full support.

The three biggest changes here, in terms of making the house more functional are:
1. There will be a defined, declared and stated Deputy Speaker, and there will be no lapses in administering of votes and stuff going forward.
2. There will be more slots, including defined slots for the VP to handle bills that come back from the Senate.
3. Along with number 2 above, Article 11 has been reworked to incorporate the Vice President in compliance with Article Three, Section 5, Clause 2, which has been ignored, as well as stating explicitly the role the Vice President will play in managing the relationship between this chamber and the Senate, and between Congress as a unit and the President.

This will speed up the process of moving bills through the Congress, restore the involvement of the VP in Congress, for the first time really since the DemPGH administration, and bring compliance with the Constitution as stated in my Executive Order #007, when I authorized the use of Emergency slots for fixing this mess.
