Collins, Paul, Lee, and Cruz have also said the bill in its current form won't pass on the senate floor.  I think it's unlikely it will see enough changes to satisfy those senators, because of the restrictions that reconciliation imposes on any bill the Republicans want to pass with a simple majority vote, but we'll see.

Tom Cotton doesn't want to put the Medicaid expansion at risk because Arkansas is one of the poorest states and relies on Medicaid dollars. He's signaling he wants the bill dead before it becomes a political problem at home.

That puts the bill's supporters at 51, probably much less. If he's this loud over it it means he's a no vote and he knows there are other no votes from the Republican side.

Rubio is also probably getting scared because he's up in 2022 (potential 6th year of a Republican in the White House). Florida's heavily reliant on Medicaid/Medicare. I assume Florida has been a beneficiary of the law although it didn't do the Medicaid expansion. Bit TrumpCare I think makes changes to Medicare / Medicaid.

It would supposedly be at 47 now,  since there are an additional 4 GOP Senators that wrote a letter to Mitch McConnell stating their against the bill.  

I suspect the actual number of supporters is quite a bit lower than that though.   Rand Paul in particular seems to have quite negative views of it, although he hasn't publicly came out against it yet.

Reform is always hard, even reactionary reform.

The ACA took huge majorities to pass and will probably be settled law for quite some time with few changes. This is why Social Security couldn't be repealed even when it was campaigned against.

I'm nobodies idea of a Tom cotton fan, but he makes  cogent points. Trying to ram through a bill thrown together in a basement over a weekend would be much worse than the admittedly mediocre ACA.

I dont understand why Republicans didn't think this through while they were voting over and over again to repeal the bill in 20111, 2012, 2013, 2014, 2015, and 2016. I thought Paul Ryan would just use one of the repeal bills that Boehner used in 2011 or something. Or that they would float a replacement bill in 2015 and 2016 KNOWING THIS WOULD HAPPEN.

Ironically, Tom Price (aka HHS Secretary Tom Price) has had a longtime bill that he submits every year since 2009. It's not great (no GOP plan is, for a variety of reasons) but it's certainly more palatable to Conservatives and the health industry than the turd sandwich that was cooked up in a basement last weekend. Why not just submit THAT bill, since it's author will be in charge of implementing the changes? Boggles the mind
