Seeing as the situation in Turkey is spiralling downwards

Personally I give them a cautious FF. Their frontgroup in W. Kurdistan are amazing, all things considered (much better than the inanity of the KDP/PUK government of South Kurdistan) and in comparison to Erdogan's people and various other regional militias, are a force for good in N Kurdistan.

Lean HP. While I agree with you, they're not doing much to improve the economical and, especially, educational situation of Turkish Kurds, and choose to focus on constant war.

 They were far nastier back during their Marxist-Leninist separatist phase, I doubt anybody would deny that. They've made significant improvements since then in focusing their attacks on non-civilian targets. Obviously, that wouldn't preclude them from the terrorist label either, we would consider a militant group attacking military and police targets in America a terrorist group in a heartbeat, but they no longer target civilians with wanton abandon (the TAK still does, but the PKK has publically disowned them for it).

And yet, there's the fact that they don't do anything to advance their people and the areas where they live. I think organizations such as the PKK and Hamas have a lot to learn from the Jewish military organizations before Israel was established. Sure, they did some attacks on British soldiers, the more radical among them even harmed civilians (though without any real intent to target them). But they also cooperated with the Hebrew government to make the Jews extremely agriculturally, technologically and educationally advanced compared to the Arabic areas. They actually prepared the ground for a prosperous, independent state and we see the results today.
The PKK don't do it. They keep the Kurdish areas backward and the Kurds uneducated. They choose war, and war only. That's, imo, among the biggest reasons that they're HPs.
