The problem is that 2/3rds of the Senate is the same as a majority. On the other hand as Adam so forcefully pointed out a few weeks ago, a higher threshold in a six member body is too high. So this is meant to balance those two concerns, producing a high, but reachable threshold.

Truman and Adam would probably be far more adapt at explaining the details.
