In the modern world?

Best: Japan (in proper context [which is much more complicated than it might initially appear] they are actually a very good and effective party.)
Worst: South Africa (I mean the SACP, the corrupt, worthless non-party within the ANC -- I rather like the EFF.)

All Communist Parties are terrible, but I've got to give credit to the Japanese Communist Party for getting candidates elected in a country that has prospered immensely from Capitalism.  From what I've heard from my Japanese friends, there isn't much poverty there.

Best: Post-Mao CCP. Pulling up hundreds of millions of people from poverty while creating a (potential) superpower from a smoldering ruin is no small feat.

Worst: Mao-era CCP, as its policies made/kept China a smoldering ruin in the first place.
