This makes perfect sense, especially considering most jurors have to miss work to attend jury duty.

I am fully in favor of this legislation, and urge the Senate to adopt this measure with all due haste. The practice of expecting jurors to serve without pay is not only unreasonable; when it comes to poor and working class citizens, it is completely unworkable.

Sounds like a good idea to me.  The only thing I'm confused on is what this has to do with the judicial improvement act of 1990... but I guess that's not really a big deal.
