There's a rather hilarious theory, that for all his failings Cameron managed to both win the 2015 election and ensure a likely conservative victory in 2020 by whipping up such fury over Immigration/Brexit.

Churchill was a Great Man, which makes him almost impossible to objectively assess. Macmillan is probably the best of the ones who don't have superhuman reputations, and Salisbury is probably the most personally sympathetic of the ideologically godawful ones.
