The criterion for inclusion was "preserving the Republic and expanding its territory.", so it's hard to say. You could make the case that James Monroe is worthier than either.

Eh, if they'd followed the original design (complete with the Louisiana Purchase plaque), it would have been good. Or, so bold that "tacky" becomes too small a word, like those never-attempted Nazi and Soviet architectural projects.

Mount Rushmore "works" because it's a pretty non-partisan monument. None of the presidents up there have a big discrepancy in their approvals between the parties. FDR is probably one of the more popular Democrats with Republicans, but you have to imagine there's a big gap, and if FDR was up there, it would probably be seen as much more of a "liberal" monument than an all-American yay patriotism monument - which is ironic, seeing as it currently doesn't have any Democrats on there.
