To be fair, the Reuters headline did not say "travel to Russia instead," rather it said, "Tillerson plans to skip NATO meeting, visit Russia in April." It was simply providing a brief sketch of Tillerson's April schedule; ApatheticAustrian is the one who botched the headline.

Anyway, like you said this is definitely a mistake. Following on the footsteps of what appeared to be a tense meeting with Chancellor Merkel and previous comments regarding NATO, I doubt the Trump Administration can really afford to skip such meetings. The Europeans are uneasy right now and seeking reassurance of American commitment to the organization; this simply sends mixed signals. We shouldn't be surprised if that, by the end of the Trump Administration, the EU is pursuing or has already established an independent, unified military.

It's more accurate than the headline which links two separate events to make it look like Tillerson is flipping the bird to NATO by skipping a meeting to visit its enemy.

Why should our NATO allies be thinking this a snub? They ought to relieved that we'll have a responsible adult there when Trump has his playdate with Xi.

according to the source reuters is quoting, the "message" is about the same anyway but i realize that the headline was misleading.
