Even if it miraculously made it through the Senate, it would just die in committee or on the second House floor vote.

I don't see how they can possibly pass this bill.

They might just want to have it fail and say "Well, we tried", and then move on to other things.  It's easier to do that if you actually go through with the vote.

But, the National Right to Life is scoring it asking for a YES vote.  A lot of pro-lifers take great pride in their 100% ratings from the NRLC and don't want to lose them.  This internal fight is both interesting and damaging.  For the record, I don't like the bill as it is right now.
