If loosening the restrictions of the bombing would defeat ISIS quicker and ultimately make the fighting end sooner this could be justifiable (like Hiroshima for example) but in the case of the Middle East there seems to be no reason to expect that that is the case and thus this sad loss of life is probably unnecessary.

This is pretty close to my own thoughts on the matter
