So I think it's pretty imperative that we pass this bill, as the issue itself is fairly self-explanatory. This famine is first to be declared in any part of the world in about 6 years. It is clear that the government of South Sudan does not have the resources to deal with this famine head-on. We should make it our mission to help aid these conditions as best we can in order to prevent potentially millions of starvation deaths.

     This seems like a pretty clear-cut humanitarian case, speaking as someone who is customarily suspicious of intervention. If there are no complaints or amendments, I can open a final vote as soon as 72 hours lapses.

I would like to propose amending the bill to the "Famine Humanitarian Relief Act of 2017" or something similar and include Yemen, Somalia, and Nigeria.  While those countries aren't officially in a famine, there are many people going hungry there as well and they've been included in UN requests for aid.  I'd also like to make sure our aid is working in conjunction with UN aid agencies like the UN World Food Programme and others.
