I'd argue it's somewhat in between. Within the bounds she has been allowed, she wants to actually get stuff passed in the government for the benefit of the average person. A Mandela moment was always unlikely in Myanmar; she's likely focused on incremental steps. Which is fine.

There's sometimes a time for incremental steps, and sometimes there isn't. She would have had enormous leverage given that she is treated as a minor god amongst large sections of the populace and that the military regime is despised domestically and isolated internationally, but she chose to forgo that to prop then up. And if it's incremental improvements she's after, then she's doing a pretty crap job of it, given that her time in office has seen an escalation in ethnic tension spurred on by far-right monks.

The thing is with the Rohingya is that they are distrusted and disliked by the Burmese population at large, but a true leader - one that transcends the job of 'politician' - knows when to build bridges, even if it comes at the expense of a few measly opinion polls. Unfortunately ASSK's failure to do so means that Burma will be further polarised and as usual the Salafis will find another captive popution to spread their pollution to. (Worth noting that it isn't just Rohingya - there are lots of minorities in Myanmar that she won support from, but seems willing to sell-out for fear of upsetting those she fears - the military and the far-right).

I do have to agree that Aung isn't flawless, but one does have to wonder just how much she could do. Burma is a very broken country socially, thanks to decades of divide and conquer by the military regime...

Those Rohingya are a real blind spot for her, and the reason why I can no longer regard her in any positive light.  If she can't see them as people who have rights, she has no business keeping her Nobel Peace Prize.
