Isn't quoting stuff that a banned poster is saying off-site against the rules?

Not saying that there's anything wrong with posting the Youtube video (though I guess that's for the mods to decide), but posting word for word quotes of what he's saying on Twitter is forbidden, if I understand precedent correctly. Posting it here allows him to skirt the ban.
Oh wow, that's a dumb rule. I mean, I understand why you wouldn't want a banned member posting via proxy, but these statements are all public.
But whatever. I deleted an earlier post linking to a recent tweet of his.
I certainly understand the reasoning. We've had some instances of banned posters continuing to engage directly with the forum via other users "simply passing a message". This ought to be prohibited.
But the rule seems very vague, so we have no choice but to obey
