The purpose of this bill, as should be obvious, is to provide for the "legal use of marijuana," hence the name. Early this year, the federal government passed legislation to decriminalize cannabis, leaving the final decision of whether to legalize or prohibit marijuana to the regions. While other regions have already acted to remove criminal penalties for the possession and (licensed) production and sale of marijuana, no such initiative has yet been considered in Fremont.

That ^ I have no issues with the bill. Marijuana is not on the same level as say, Cocaine or heroin. I see no reason to treat it as such.

It's hard to me to find a position about the legalization of marijuana.
I understand the advantages, but also the disadvantages.

I will probably abstain on this vote.

Section two seems to be obsolete, since the federal prohibition on marijuana is already removed. In addition two that, I think that section three could lead to problems, since the only restriction in the bill passed by congress is the restriction that the regions shall not "prosecute the possession or sale of marijuana" which addresses every Atlasian citizen. Keep that in mind.

Exactly - federal prohibitions were repealed. Regional, state, and municipal prohibitions remain very much in effect, however, meaning that while possession of marijuana is no longer a federal crime, citizens of several states may still face penalties under state law (a circumstance this bill seeks to correct).

Again, that law applies only to federal law enforcement. It does not establish a general right to possess, produce, or sell marijuana; rather, it declares that federal officials will no longer prosecute you for doing such. Section 3 of EFPMA states that "no region... shall be required to prosecute the possession or sale of marijuana," but it does not state that they cannot prosecute citizens for such, if they so choose. Accordingly, it is left to the regions to determine whether, and to what extent, the activities this act would regulate are legal.
