If Jeb Bush was elected Governor of Florida in 1994 and reelected in 1998 and ran for President in 2000 instead of George W. Bush, how would he have performed against John McCain during the 2000 Republican presidential primaries?

I don't see it changing much at all, but here's my map:


Jeb Bush - 41 States
John McCain - 8 States
Steve Forbes - 2 States

I gave Idaho to McCain, Alaska and Iowa to Forbes.
