How would it affect history if Jeb Bush Won the 1994 Gubernatorial election in Florida, and George W. Bush lost the Texas Gubernatorial election?

Jebra Bush is less populist and folksy. I think McCain would do better in, if not outright win, the primaries.

Simple. Jeb(!) takes Dubya's place. I'm unsure about how the primaries would go as it would be two moderate Republicans going against each other, albeit McCain was a true centrist in 2000, while Jeb is center-right.
