For the record, it was the Secretary of State who ascended to the Presidency without a President or Vice President present, not the Speaker of the House, at the time of Borah's death in 1940.

Yeah, was the case between 1886 and 1947. Before, President pro tem and the Speaker were on the list (in that order) and then removed completely. At President Truman's request in 1947, they were included again the other way around and before the cabinet members under the Presidential Succession Act. https://en.wikipedia.org/wiki/Presidential_Succession_Act
