I would have thought Minnesota. I believe it has the highest income when you adjust for cost of living. I know that California has the highest poverty rate when you adjust for cost of living.

The Minneapolis MSA is in the top 10 for household purchasing power (94%-ile) and at the 99%-ile for working age employed population, but they are near the bottom for vacancy rate (6%-ile) and are below average on the general quality of life metric (26%-ile). The overall quality of life combines household purchasing power with the general quality of life made up of the following attributes: "heating and cooling degree days, sunshine, average slope of the land in the metropolitan area, coastal proximity, violent crimes per capita, property crimes per capita, air quality index, bars and restaurants, and arts and culture index".

Since the three cities like the scenic merit of coastlines and varied topography, the quality of life factors for those three cities must rely on low pollution, low crime and cultural amenities. Then the high household purchasing power puts them over the top.

I can't speak for Okalhoma City (never been), but Des Moines and Omaha are two of the nicest, cleanest cities I have ever been to, and the people in both cities are wonderful.  Both have very fun and cool downtowns for their sizes, too, with lots of fun summertime events.
