There is nothing Libertarian about NH, lol.

Anyway... Montana for me, but it's probably more a mix of Wisconsin, Montana, Tennessee, Maine, Kentucky and Louisiana.

I think, from what I know of these states, it's a combination between Virginia, California and, especially for foreign policy, New York.

As for a state GOP, Illinois is nice.  If I took out the cultural and regional differences and just looked at positions, Massachusetts and Vermont are good.  Overall, taking into account all voters/usual results?  I don't know, maybe the more socially moderate areas of Indiana?

Iowa (NW Iowa in particular), but with a bit of Alabama, Tennessee, and Texas mixed in.  

I also am very fond of Western Michigan and the ancestrally Dutch suburbs of Chicago and Milwaukee.
