1. It contradicts a Trump campaign pledge. For instance, in June 2016, Trump said:
I can't believe I agree with candidate Trump more than Vice President Pence.
2. In the 23 years after the 1994 Agreed Framework, it hasn't been a continuous period of engagement at all. Mike Chinoy lays down how actions of the Bush administration helped torpedo negotiations:

When that failed, Obama gave up on negotiaton. So to sum:
1994 to 2000- Mostly successful diplomacy.
2001 to 2008- Diplomacy repeatedly torpedoed by US actions (sabotaging deals and pushing regime change)
2009 to 2016- Only one serious effort at diplomacy
2017- North Korean offer of talks
rejected out of hand.
That doesn't exactly add up to "25 years of failed diplomacy." Since the Trump administration is considering military action that could result in the deaths of thousands, or even millions, the fact that they're not even considering negotiations is troubling.
