Those are the figures of what it would be without the high risk pools. I would expect people with cancer would be first in line for the high risk pools. People with depression or diabetes would be the ones more likely to find themselves having to pay the higher rates in order to get coverage. High risk pools might not be a bad idea if it it were adequately funded - Medicare is basically a high-risk pool, the high-risk factor being old age. But these pools have not been adequate where they've been tried, and the GOP plans on this are no better if not worse.
