They just want something--anything--to pass the house at this point, and hope that the completely different bill the senate produces would fly with house conservatives.  The fact that Trump wants to force Democrats to the table by withholding cost-sharing subsidies, effectively holding the American people hostage, tells us that this prospect is pretty dim.
